FMC - Web Based Import - Export Trade Data Research - MRAS

The Federal Maritime Commission (FMC), an independent agency responsible for the regulation of oceanborne transportation in the foreign commerce of the United States, is seeking to enhance its investigative, monitoring, and surveillance programs. The FMC administers several legislative mandates, including those under the Ocean Shipping Reform Act of 2022 and the Frank LoBiondo Coast Guard Authorization Act of 2018. These regulations ensure a competitive and reliable international ocean transportation supply system that supports the U.S. economy while protecting the public from unfair and deceptive practices.

In support of these goals, the General Services Administration (GSA) is conducting market research on behalf of FMC to identify companies capable of providing web-based import and export trade data search subscription services. This data is crucial for FMC's Bureau of Enforcement, Investigations, and Compliance as it facilitates their ability to monitor cargoes moving through U.S. ports to foreign destinations. The service sought must offer direct access to unfiltered data from U.S. Customs and Border Protection, ensuring timely and accurate information that can be easily manipulated for large-scale reporting or detailed shipment analysis.

The scope of services required includes providing a comprehensive database accessible online by authorized commission personnel. This database should include detailed information on inbound shipments via ocean carriers from foreign countries to the United States such as shipper details, consignee information, vessel specifics, port origins and destinations, container numbers, quantities, and units extracted from vessel manifests or Master Ocean Bills of Lading. The contract type for this acquisition will be firm-fixed-price.
