The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement for a multiple award Floating Crane Services Blanket Purchase Agreement (BPA) as described in the attached BPA Statement of Work (SOW) and BPA Terms and Conditions. The objective of this BPA is to provide floating crane services to the Suisun Bay Reserve Fleet (SBRF) for (a) retrieving anchors that are stuck in the mud, and (b) for lifting anchors, chain, and other large, heavy items and pieces of equipment from a barge or ship moored in the anchorage and placing these items on another barge or ship moored in the anchorage.

Refer to Sections 9 and 10 of the Combined Synopsis/Solicitation for submittal instructions and evaluation criteria.

Background
The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement for a multiple award Floating Crane Services Blanket Purchase Agreement (BPA).

The objective of this BPA is to provide floating crane services to the Suisun Bay Reserve Fleet for retrieving anchors that are stuck in the mud and for lifting anchors, chain, and other large, heavy items from a barge or ship moored in the anchorage and placing these items on another barge or ship moored in the anchorage.

Work Details
The contractor shall furnish all labor, supervision, equipment, fuel, and transportation to provide floating crane services to support various Government requirements per Call Order.

The services are primarily intended to support heavy weather preparation, contingency, and recovery operations but may also be required for routine harbor support services.

Specific tasks include:
- Retrieving anchors that are stuck in the mud, including the attached anchor chain.
- Lifting anchors, chain, and other large, heavy items and pieces of equipment from a barge or ship moored in the anchorage and placing these items on another barge or ship moored in the anchorage.

These tasks would generally exceed SBRF’s self-propelled crane barge’s lifting or reach capacity.
