Amendment A0001 has a "sample" Small Business Subcontracting Plan to aid Large Businesses. Amendment needs to be signed and returned with Quotation by January 7, 2025, 2 pm EST.

The U.S. Coast Guard Yard is seeking qualified sources that can provide floating crane services for docking, undocking, weight testing of lifting gear and relocation of vessels at various locations at the U.S. Coast Guard Yard, 2401 Hawkins Point Road, Baltimore, MD. The Government will award one (1) fixed-price Requirements contract, consisting of one (1) 12-month base period and four (4) 12-month option periods as a result of this solicitation. The due date for receipt of quotations is 1:00 PM EST on January 6, 2025. Quotations received after this deadline shall not be considered. All responsible sources may submit a quotation which, if timely received, shall be considered by the Agency. This requirement is being solicited as Full and Open Competition. The NAICS is 488330 with a size standard of $47.0M. All questions regarding this solicitation must be submitted in writing to the Contract Specialist at Carol.L.Dreszer@uscg.mil.

Background
The U.S. Coast Guard Yard, a full-service Shipyard operated by the U.S. Coast Guard (USCG), is seeking qualified sources to provide Floating Crane Services. This contract aims to support the USCG fleet and other government agencies by facilitating docking operations, performing lift and load tests on Government-provided equipment, and providing general lifting services where organic capabilities are insufficient.

Work Details
The contractor shall provide floating crane services for docking, undocking, weight testing of lifting gear, and relocation of vessels at various locations at the U.S. Coast Guard Yard. Specific tasks include:

1) Multi-event floating crane service involving loading or unloading vessels;
2) Single event service for undocking or docking a vessel;
3) Weekend event service for multiple lifts;
4) Testing of cradles and spreader bars using certified weights or means to weight test as per SFLC Standard Specification 8634.

Period of Performance
The contract will consist of one (1) 12-month base period followed by four (4) optional 12-month periods.
