Description

1. DESCRIPTION OF REQUIREMENT

This is a Solicitation Synopsis issued by the Department of the Air Force, Air Force Nuclear Weapons Center (AFNWC/NIKM), Hill AFB, UT. This solicitation is for the production and delivery of flight test kit replenishment spares for the Flight Test, Telemetry, and Termination (FT3) Program.

These kits directly support the Air Force Global Strike Command (AFGSC) Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Force Development Evaluation Operational Test Launch (OTL) Program.

2. SOLE-SOURCE JUSTIFICATION

The Government intends to solicit and negotiate with only one source: The Boeing Company (CAGE: 0B0D7), located in Layton, UT, under the authority of 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).

Market research, including a Sources Sought Synopsis (FA8214-25S-FT3PD) and Pre-solicitation Notice (FA821426RB004-PRESOL), concluded that Boeing is the only source with the unique technical data, specialized engineering expertise, and established manufacturing infrastructure required to meet the Government's strict performance schedules. Award to any other source would result in an estimated minimum duplication of $80M in costs and an unacceptable delay of at least three (3) years.

3. PROGRAM SCOPE & REQUIREMENTS

The resulting contract is anticipated to be a Firm-Fixed-Price (FFP) vehicle containing the following primary parameters:

  • Quantity: Production and delivery of twenty-five (25) FT3 flight test kits.
  • Delivery Schedule: Just-in-time delivery to Vandenberg Space Force Base, CA, precisely 120 days prior to scheduled Operational Test Launches (OTLs).
  • Period of Performance: October 2027 through September 2035.
  • Total Estimated Program Value: Approximately $955M (including potential future procurements executed under an approved Class J&A).

4. SUBMISSION INSTRUCTIONS & INTEREST

This notice is not a request for competitive proposals, and a written solicitation will be issued directly to The Boeing Company. However, any responsible source that believes it can meet these requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Information received will be evaluated solely to determine whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

All responses must be submitted electronically to the Points of Contact listed below no later than the Response Deadline indicated in this posting.

Background
This solicitation is issued by the Department of the Air Force, specifically the Air Force Nuclear Weapons Center (AFNWC/NIKM) located at Hill AFB, UT.

The contract aims to produce and deliver flight test kit replenishment spares for the Flight Test, Telemetry, and Termination (FT3) Program, which supports the Air Force Global Strike Command (AFGSC) Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Force Development Evaluation Operational Test Launch (OTL) Program.

The Boeing Company (CAGE: 0B0D7), based in Layton, UT, is the sole source for this contract due to its unique technical data and established manufacturing capabilities. Awarding this contract to any other source would incur an estimated minimum duplication cost of $80 million and a delay of at least three years.

Work Details
The contract encompasses the production and delivery of twenty-five (25) FT3 flight test kits. Key specifications include:
- Quantity: 25 flight test kits
- Delivery Schedule: Just-in-time delivery to Vandenberg Space Force Base, CA, 120 days prior to scheduled Operational Test Launches (OTLs).
- Total Estimated Program Value: Approximately $955 million.

The contractor is responsible for storing flight test kits until shipment is required, conducting initial acceptance testing at Boeing-Heath, and ensuring compliance with various safety standards.

Period of Performance
October 2027 through September 2035.

Place of Performance
Vandenberg Space Force Base, CA; Hill AFB, UT; and Boeing facility in Layton, UT.

Bidder Requirements
The contractor must possess unique technical data and specialized engineering expertise necessary for the production of flight test kits. Additionally, they must comply with safety standards set forth by the Range Commanders Council and be able to conduct acceptance testing as specified in the Performance Work Statement.

Incumbent Analysis (see Incumbents section for more detail)
The opportunity for FT3 flight test kit replenishment spares appears to have a confirmed incumbent, with The Boeing Company awarded multiple prior FT3 production contracts for the MMIII program, including FA821422D0001-FA821425F0001 ($44.5M, 11/13/24–02/05/27), FA821422D0001-FA821426FB005 ($41.4M, 12/03/25–03/03/28), and earlier FT3 production awards. These prior efforts involved flight test telemetry and termination (FT3) production and related systems/components (including common aerospace commodities and propulsion/Electra-Hydra-Mechanical elements), which aligns closely with the current requirement to produce and deliver FT3 flight test kit replenishment spares on a recurring schedule.
