Flight Termination Receiver Obsolescence Non Recurring Engineering

The Naval Air Systems Command (NAVAIR) awarded a sole source Firm Fixed Price and Cost type Delivery Order, N00019-23-F-2511, under Basic Ordering Agreement (BOA) N0001921G0002 to Northrop Grumman Systems Corporation (NGSC). This delivery order is for the procurement of non-recurring engineering (NRE) support associated with a replacement Flight Termination Receiver (FTR) for the GQM-163A Super Sonic Sea-skimming Target System (SSST). The GQM-163A is a surface launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation.

This acquisition was pursued on a sole-source basis under statutory authority of Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements per Class Justification & Approval (CJ&A) 20-0163, dated 21 September 2020 - redacted version attached to this announcement.
