Background
The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 16, located in Houston, Texas, is seeking to negotiate a sole source Firm-Fixed Price contract for the procurement of support, services, and maintenance on Flexible Video Cystoscopes used for Urology cystoscopy procedures at the Michael E. DeBakey VA Medical Center.

Work Details
The contractor will provide preventive maintenance and service on the Flexible Video Cystoscopes utilized in Urology cystoscopy procedures. Specific tasks include:
- Performing periodic preventive maintenance inspections (PM) to ensure equipment operates at its intended design and functional capacity with minimal malfunctions.
- Maintenance services must be conducted by authorized Field Service Engineers (FSE) who are capable of performing both corrective and preventive maintenance on-site at the VAMC.
- Documentation of services rendered must be maintained through Vendor Engineering Service Reports (ESR), which require acceptance signatures from authorized VA personnel.
- The contractor must ensure that all equipment remains in optimum working condition until the contract expiration date and report any deficiencies promptly.
- Compliance with information technology security requirements is mandatory; contractors will not access VA systems or patient databases containing protected health information (PHI). Any removable media used must be scanned for viruses before connection to VA devices.
