Description

This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit for and award a contract for Individual Terrorism Awareness Course (INTAC) Fleet Brake Pads in support of the Headquarters, Department of the Army Antiterrorism Branch. A draft Purchase Description describing the supplies required has been attached. The proposed contract is expected to be a Firm Fixed Price contract with delivery date of NLT 45 days after award.

The applicable NAICS code for this requirement is 336340 - Motor Vehicle Brake System Manufacturing.

In response to this notice, please provide the following information:

  3. Comments on the attached draft PD.
  4. Demonstrate your company has the resources, personnel, and equipment necessary to provide the required supplies described in the draft PD.
  5. Provide three examples of similar projects in terms of scope, size and complexity provided to any Federal Government customer and brief description for each example.
  6. Identify challenges and risks associated with meeting the requirements listed in the draft PD and how your organization would minimize those risks.
  7. A rough order of magnitude estimate for the entire project.
  8. Other Considerations: Is there anything else your company believes the Government should consider prior to releasing a formal solicitation?

This market survey is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.

Background
The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) is seeking to award a contract for Individual Terrorism Awareness Course (INTAC) Fleet Brake Pads in support of the Headquarters, Department of the Army Antiterrorism Branch. This contract aims to ensure the safe operation of training vehicles used in the INTAC program.

Work Details
The contractor will provide Training Vehicle Brake Pad Sets for use in the US Army Individual Terrorism Awareness Course (INTAC). The specific items required include:

1) Custom Made Brake Front Pads GPX290-R8, quantity 51 sets for Suburban;
2) Custom Made Front Brake Pads GP1910-R8, quantity 10 sets for Tahoe;
3) Custom Made Rear Brake Pads GP2174-R8, quantity 10 sets for Tahoe;
4) Shipping and Handling charge.

Delivery is to be made to Gary Kehoe, INTAC Program Manager at the Summit Point Training Facility located at 460 Skid Pad Road, Summit Point, WV 25446. The shipping terms are FOB Destination with a desired delivery date of no later than 45 days from the award of the purchase order.
