The Federal Aviation Administration's (FAA) Office of Accident Investigation and Prevention (AVP) has a requirement for data and metrics on the global civil aviation fleet characteristics, history, and activities for use in FAA analytical tools and systems including, but not limited to, Aviation Safety Information Analysis and Sharing (ASIAS) and Analyze Safety Performance Insight Results Environment (ASPIRE) tool sets.

The FAA intends to issue Request for Quote (RFQ) 692M15-24-Q-00001 for the FAA's Aviation Analytics requirement using simplified acquisition procedures and award will be based on the Lowest Price, Technically Acceptable (LPTA) quote. SEE ATTACHED RFQ FOR INSTRUCTIONS AND OTHER REQUIREMENTS FOR SUBMITTING A QUOTE.

This competitive procurement is unrestricted and the NAICS code for this requirement is 519290 (Web Search Portals and All Other Information Services).

It is anticipated that a Firm Fixed-Price Purchase Order will be made to the responsive and responsible vendor offering the best value to FAA. Quotes will be evaluated based on lowest priced, technically acceptable quote, which will result in the best value to FAA. To be technically acceptable, the response must meet the minimum requirements detailed in the attached FAA RFQ.

All potential vendors must be registered in the System for Award Management (SAM) website (www.SAM.gov) for consideration of this award. Please provide the Unique Entity Identifier (UEI) associated with your SAM registration. This information will be used by the Contracting Officer to verify that the offeror is registered in the SAM database.

QUOTES ARE DUE NO LATER THAN 4:00 P.M. ON FRIDAY, MARCH 1, 2024. QUOTES RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED. All submittals must be emailed to the Contracting Specialist, Jennifer Biderman, at (Jennifer.E.Biderman@faa.gov) and Contracting Officer, Kathryn Scott at (Kathryn.Scott@faa.gov).

Background

This data is used to understand the aviation environment, for accident and event analysis, and to support the maintenance of safety metrics. The FAA intends to issue Request for Quote (RFQ) 692M15-24-Q-00001 for the FAA’s Aviation Analytics requirement using simplified acquisition procedures and award will be based on the Lowest Price, Technically Acceptable (LPTA) quote. This competitive procurement is unrestricted and it is anticipated that a Firm Fixed-Price Purchase Order will be made to the responsive and responsible vendor offering the best value to FAA.

Work Details
The task is for the Vendor to provide predetermined data elements to the FAA via the FAA’s EIM Platform for use with FAA analytical tools and systems including, but not limited to, the Aviation Safety Information Analysis and Sharing (ASIAS) and Analyze Safety Performance Insight Results Environment (ASPIRE) tool sets. The Vendor must provide flight hour and cycle information, loss/accident data, track data, fleet histories, and current fleets data on a daily basis. The Vendor must also provide access to data through either an API or Secure File Transfer Protocol (to include SFTP, FTP or FTPS) for the EIM team and enable data accessibility for users. The Vendor must grant access to data via a dedicated launch page on the FAA's ASIAS portal, using a secured hyperlink imbedded on the launch page. Access to this page will be restricted to authorized FAA employees, ASIAS users, and approved contractors acting solely on the FAA’s behalf, solely for the purposes of FAA related research and analysis.

Base year: April 1, 2024, to March 31, 2025. Option Year 1: April 1, 2025, to March 31, 2026 Option Year 2: April 1, 2026, to March 31, 2027 Option Year 3: April 1, 2027, to March 31, 2028 Option Year 4: April 1, 2028, to March 31, 2029

Place of Performance
Place of Performance will be at the Contractor’s facility. No physical access to FAA facilities is required.
