Description

This sources sought synopsis is issued solely for information and planning purposes to gain knowledge of potential sources capable of fully satisfying a potential requirement. This is not a solicitation announcement nor does it promise a solicitation in the future. Quotes are not being requested or accepted at this time and a contract will not be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All submissions will become Government property and will not be returned. The Government will not provide any feedback or evaluations regarding the information submitted.

Prior Government contract work is not required for submitting a response under this sources sought notice.

The AOC is seeking creative solutions for installing up to 117 flags and banners, of various designs from approximately 7'-0 to 14'-0 in width to 13'0 30'-0 feet in height, located between columns at eight of the 12 balconies on the perimeter of the U.S. Capitol Building in Washington, DC. These flags and banners are to be in place for approximately two months during the summer of 2026 with a temporary system that can facilitate early installation and flexible removal, when and if, a weather event occurs.

Background
The Architect of the Capitol (AOC) is seeking creative solutions for the installation of flags and banners at the U.S. Capitol Building in Washington, DC. This sources sought synopsis is issued to gather information on potential sources capable of fulfilling this requirement. The AOC's mission includes maintaining the Capitol and its grounds. This project aims to enhance the visual appeal of the building during a specific timeframe in summer 2026.

Work Details
The contractor will be responsible for installing up to 117 flags and banners, with dimensions ranging from approximately 7’-0” to 14’-0” in width and 13’-0” to 30’-0” in height. The installation will occur between columns at eight of the twelve balconies on the Capitol's perimeter. The flags must include the current 50-star flag and two historic flags, while banners will be red, white, and blue, reflecting national spirit.

A temporary system must be designed for early installation and flexible removal due to potential weather events. Care must be taken to avoid damage to historic materials such as marble and sandstone; thus, no drilling or adhesives are permitted. The contractor must provide mechanical lifts, scaffolding, cranes, or other means necessary for installation and complete removal of all materials and equipment. A risk assessment regarding potential damage to historic stone is required.

The contract will be performed at the U.S. Capitol Building located at 2nd & D Streets S.W., Washington, District of Columbia.
