Fixed Wing Maintenance for Light Aircraft Operating in Oklahoma   3

Background
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) program is seeking to establish a contract for fixed wing aircraft inspection, maintenance, and repair services for their CubCrafters and Piper light aircraft operating throughout Oklahoma.

The USDA's Wildlife Services is responsible for providing federal leadership and expertise to resolve wildlife conflicts, ensuring a balance that allows people and wildlife to coexist peacefully. This contract aims to ensure the operational readiness of the aircraft used in these missions.

Work Details
The contractor will provide inspections, maintenance, repairs, and installation of specialized mission equipment for fixed wing aircraft including Piper PA 18, CubCrafters CC18-180 Top Cub, and CubCrafters CC19 XCub.

Services include:
- 100-hour inspections
- Annual inspections without parts
- Hourly labor rates for repairs
- Provision of parts for repairs and equipment
- Travel expenses.

The contractor must comply with FAA regulations and maintain a repair facility authorized under Part 145.51 certification. All services are to be performed at the contractor's facility unless the aircraft is inoperable; in such cases, onsite repairs may be required. The contractor must also provide technically competent personnel for maintenance tasks and ensure quality control compliance with federal aviation regulations.

Period of Performance
The contract will consist of five ordering periods, each lasting twelve months: Ordering Period One from September 25, 2025 to September 24, 2026; Ordering Period Two from September 25, 2026 to September 24, 2027; Ordering Period Three from September 25, 2027 to September 24, 2028; Ordering Period Four from September 25, 2028 to September 24, 2029; and Ordering Period Five from September 25, 2029 to September 24, 2030.

Place of Performance
The services will be performed in Oklahoma at the contractor's facility or at remote locations if the aircraft cannot be flown due to mechanical issues.
