The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) program is seeking to establish a contract for fixed wing aircraft inspection, maintenance and repair services for their CubCrafters and Piper light aircraft operating throughout Oklahoma. This solicitation will result in a firm fixed price indefinite delivery indefinite quantity commercial services contract. The anticipated effective date of the contract is September 25, 2025. The contract will consist of five ordering periods, with each ordering period being twelve (12) months in duration. This will be a total small business set-aside under NAICS code 488190 (size standard $40M).

Background
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Wildlife Services (WS) program is seeking to establish a contract for fixed wing aircraft inspection, maintenance, and repair services for their CubCrafters and Piper light aircraft operating throughout Oklahoma.

The USDA's Wildlife Services is responsible for providing federal leadership and expertise to resolve wildlife conflicts, ensuring a balance that allows people and wildlife to coexist peacefully. This contract aims to ensure the operational readiness of the aircraft used in these missions.

Work Details
The contractor will provide inspections, maintenance, repairs, and installation of specialized mission equipment for fixed wing aircraft including Piper PA 18, CubCrafters CC18-180 Top Cub, and CubCrafters CC19 XCub.

Services include:
- 100-hour inspections
- Annual inspections without parts
- Hourly labor rates for repairs
- Provision of parts for repairs and equipment
- Travel expenses.

The contractor must comply with FAA regulations and maintain a repair facility authorized under Part 145.51 certification.
