The purpose of this requirement is to install an All Access Control System and a 42 Camera CCTV System for security purposes and to enable after-hours access capabilities at Anderson Fild House at fort eustis.

Please review the Statement of Requirement in the attachments for more information. While the statement of requirement does specify certain brand name equpment, "or equal" substitutes will be considered for award.

Please review the attachments for the answers to the current questions and Anderson field house camera placement.

FAR 52.232-18 Availability of Funds.
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

We are extending this contract to July 23, 2025 due to an updated Statement of Work (SOW) that clarifies the camera specifications for this project. The revised SOW indicates a total of 30 cameras: 23 fixed cameras and 7 PTZ cameras.

Background
The contract is issued by the Department of the Air Force for the installation of an All Access Control System and a 42 Camera CCTV System at Anderson Field House, Fort Eustis. The goal is to enhance security and enable after-hours access capabilities in accordance with DAFI 34-114 3.3.1.2, which mandates a monitoring system in areas lacking direct line of sight for staff or contractors. Currently, there are no existing security cameras at the facility.

Work Details
The contractor will be responsible for the installation of an All Access Control System and a 42 Camera CCTV System, which includes:
- Demolition and removal of existing structures as necessary, with all debris to be disposed of off-site in compliance with regulations.
- Installation tasks include setting up various components such as OnGuard software, smart card readers, monitors, and cameras.
- Provision of all labor, parts, travel expenses, and a one-year warranty covering normal operations.
- An extended warranty for four additional years is required, including preventative maintenance (yearly site visits for updates, cleaning equipment) and corrective maintenance (site visits as needed to replace parts).
- Compliance with OSHA requirements and coordination with base authorities for any hazardous conditions encountered during work.
