Fitness Center Management Services on Camp J.T. Robinson in No. Little Rock, Arkansas   4

The USPFO for Arkansas intends to issue a Request for Proposal (RFP) to provide fitness center management services for the National Guard Professional Education Center (NGPEC), Camp Robinson, North Little Rock, Arkansas. The resulting award will be for a service contract for a base period of one year with four (4) one-year options. A brief synopsis of the services required is as follows:

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary (except as specified in Paragraph 3.0 of the PWS as Government Furnished) to perform fitness center management services at the SFC Troy Miranda Combat Athletic Performance Center on Camp Joseph T. Robinson, North Little Rock, Arkansas. Some examples of primary functions include but are not limited to supervision and monitoring user activities, maintaining inventory, providing instruction on use of all equipment, and facility cleaning services. See section 5.0 of the attached Performance Work Statement for more examples.
The contractor shall provide services, except on recognized US holidays stated in or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Contractor shall operate seven days a week (Sunday through Saturday) with the exceptions as stated above. In addition, this contract is considered under Essential Personnel if PEC has students or conferences in-house. Performance shall be at the Professional Education Center, SFC Troy Miranda Combat Athletic Performance Center, building 6404, Camp Joseph T. Robinson, North Little Rock, Arkansas, or other Government furnished facility on Camp Joseph T. Robinson if current facility is closed due to renovations. The contractor shall always maintain an adequate work force for the uninterrupted performance of all tasks defined within the Performance Work Statement when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. The solicitation is a total small business set-aside, and all eligible parties may submit an offer.

The North American Industry Classification System (NAICS) code is 713940 Fitness and Recreational Sports Centers and the size standard is $17,500,000.00. The solicitation will be issued in electronic format only and will be available on or about 1 June 2024. The offer closing date will be specified in the solicitation when it is issued. The contract issued will be Firm Fixed Price. The contract will be awarded under Federal Acquisition Regulation Parts 12 and 13. A best value award decision will be made from proposals received where the technical evaluation factor is rated equal to the past performance, and when combined are more important than price evaluation factors. The sam.gov website will be used to issue the solicitation, amendments or any other information concerning the solicitation. No additional media (CDROM, floppy disks, faxes, emails etc.) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. In order to locate the solicitation, interested parties can go to SAM website and search for the solicitation number at https://sam.gov//. Interested vendors can register at the website to be put on an interested vendors list (IVL) for the solicitation that others can access through the SAM website. It is the offerors responsibility to check the SAM site as necessary for any posted changes to this solicitation and all amendments.

A site visit is not currently contemplated.
