You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) Fission Surface Power (FSP) System Second Draft Announcement for Partnership Proposals (AFPP). Please see the attached Draft Announcement for Partnership Proposal (AFPP), and supporting attachments/documentation, for Announcement No. 80GRC025FSPS, Fission Surface Power (FSP) System.

3/26/26: NASA has decided to reassess the FSP development approach and at this time the current draft Funded Space Act Agreement path through this SAM.gov posting will be made inactive.

Background
The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) is issuing the Fission Surface Power (FSP) System Second Draft Announcement for Partnership Proposals (AFPP) to solicit industry feedback.

The primary objectives of this AFPP are to make power available on the lunar surface and to energize the space industrial base to support a future lunar economy through the deployment of a FSP system on the lunar surface.

Work Details
Potential participants are encouraged to comment on all aspects of the Draft AFPP and attachments, including requirements and considerations, schedule, proposal instructions, evaluation approaches, and any perceived safety, security, environmental, export control, and/or other programmatic risks or issues associated with performance of the work.

This competitive acquisition will result in the award of one or more Funded Space Act Agreements (FSAA(s)), through which appropriated funds are transferred to partners to accomplish activities that advance NASA's authorized statutory objectives.

Period of Performance
The comments/responses for the Draft AFPP are due by December 12, 2025. The final AFPP is anticipated to be issued in early 2026.
