Military Sealift Command Mission Statement

Military Sealift Command (MSC) exists to support the joint warfighter across the full spectrum of military operations. MSC delivers agile logistics, strategic sealift, as well as specialized missions anywhere in the world, under any conditions, 24/7, 365 days a year.

Combat Logistics Force

The ships of MSC's Combat Logistics Force (CLF) are the supply lines to U.S. Navy ships at sea. These ships provide virtually everything that Navy ships need including fuel, food, fleet ordnance and dry cargo, spare parts, mail, and other supplies. CLF ships enable the Navy fleet to remain at sea and combat ready for extended periods of time.

Ship Repair Requirements

Work items (WI) define specific ship repair requirements and establishes the basis of a contract between ship repair contractors and the Government. Voyage repairs (VR) are planned repair events that are comprised of various WIs to provide a ship with a range of repair services, from pipe fitting and electrical work to valve repairs and engine overhauls. VRs constitute the main ship repair effort undertaken at MSC SSU SD and are composed of WIs that range in number from a few to dozens, with various levels of complexity and certification requirements.

The intent of this procurement is to establish an indefinite delivery indefinite quantity multiple award contracts (IDIQ MAC) with multiple small business contractors to support the Military Sealift Command's (MSC) ship repair requirements at Government and commercial facilities located on the West Coast (CONUS), Alaska, and Hawaii. The following four Lots serve as anchor points for the proposed FY25 WCGSR IDIQ MAC:

Lot A: San Diego, CA

Lot B: Bremerton, WA

Lot C: Seward, AK

Lot D: Oahu, HI

Note: A Lot denotes the center point of a geographic area where the Government intends to conduct ship repair.

Background

This procurement aims to establish an indefinite delivery indefinite quantity multiple award contract (IDIQ MAC) with multiple small business contractors for ship repair services at various locations on the West Coast, Alaska, and Hawaii.

Work Details
The contractor will conduct General Ship Repair (GSR) in compliance with applicable local, state, and federal regulations as well as ABS and USCG standards.

The work includes:
- Performing voyage repairs (VR) which encompass a range of repair services from pipe fitting to engine overhauls.
- Completing tasks such as compressor overhauls, boiler inspections, pipe renewals, valve repairs, pump overhauls, motor rewinding, insulation renewals, painting surfaces on ships, and applying flight deck non-skid.
- Managing extensive coordination of subcontractors and ensuring compliance with safety standards.
- Providing daily on-site project management supervision and developing production schedules to meet completion dates.
- Handling hazardous materials according to regulations and managing asbestos removal when necessary.

Period of Performance
The contract will be performed from January 15, 2025 to January 14, 2030 with an option for a six-month extension.

Place of Performance
The work will be conducted at various locations including San Diego, CA; Bremerton, WA; Seward, AK; and Oahu, HI.
