The U.S. Department of Homeland Security (DHS), National Urban Security Technology Laboratory (NUSTL) is seeking information on commercially available technology for emergency responder missions and use cases. This information is being sought for the DHS Science and Technology Directorate's System Assessment and Validation for Emergency Responders (SAVER) program which provides information on commercially available equipment to assist response organizations in equipment selection and procurement. The SAVER program develops knowledge products and conducts objective, practitioner-relevant, operationally oriented assessments and validations on commercially available equipment and systems. Relevant information will be shared nationally with federal, state, local, tribal and territorial response agencies. SAVER provides information on equipment that falls within the categories listed in the DHS Authorized Equipment List (AEL). The target audience for this information is emergency response agencies and their respective purchasing agents. The AEL item numbers listed below may not be fully comprehensive of all relevant AEL item numbers for each specific technology or product.

NUSTL is requesting information and conducting market research to identify potential vendors, manufacturers, or distributors of commercial-off-the-shelf first responder technologies in the following areas:

  1. Fixed-Position Radiation Monitoring Systems
  2. Telemedicine for Emergency Medical Services
  3. Ballistic Helmets
  4. Personal Cooling Systems/Microclimate Cooling Systems
  5. Drone as First Responder
  6. 3D Indoor Mapping
  7. Video Analytics Software For Weapons Detection Systems
  8. Unmanned Underwater Vehicles/Remotely Operated Vehicles
  9. Radiation Simulation Systems

Background
The U.S. Department of Homeland Security (DHS), through the National Urban Security Technology Laboratory (NUSTL), is conducting market research to gather information on commercially available indoor localization and tracking technologies for emergency responders.

This initiative is part of the DHS Science and Technology Directorate’s System Assessment and Validation for Emergency Responders (SAVER) program, which aims to assist response organizations in selecting and procuring equipment by providing objective assessments and validations of commercially available systems.

The information collected will be shared with federal, state, local, tribal, and territorial response agencies.

Work Details
NUSTL is specifically seeking information from potential vendors, manufacturers, or distributors regarding first responder technologies in the following areas:
1. Fixed position radiation detectors
2. Telemedicine for Emergency Medical Services
3. Ballistic Helmets
4. Cooling Vests
5. Drone as a First Responder
6. 3D mapping
7. AI-based Weapon Detection Systems
8. Underwater Unmanned Vehicles
9. Radiation Simulation Systems.

Respondents are required to provide detailed information about their products including company name, address, contact information, business type (manufacturer or distributor), specific technology areas addressed, product name and description, key features and capabilities, example operational use cases, limitations, and cost information.

Period of Performance
Responses to this Request for Information (RFI) must be submitted by March 9, 2025.

Place of Performance
The contract will be performed at various locations relevant to emergency response operations across the United States.
