First Class Presort Services for IRS National Distribution Center (NDC)

Background
The Internal Revenue Service (IRS) National Distribution Center (NDC) in Bloomington, Illinois, requires contractor support for processing and entering First-Class Mail letters and postcards into the United States Postal Service (USPS) mail stream.

The IRS NDC maintains an active inventory of over 8,500 published products and processes orders for forms, publications, and other materials. Orders are received through various channels and shipped to external customers including private residences and IRS office locations. The contract aims to ensure efficient mail handling during peak volumes, particularly from December to April, while also accommodating special mailings throughout the year.

Work Details
The contractor will provide services that include:
1. Collection of outgoing mail from the IRS NDC location;
2. Presorting of First-Class Mail and postcards at the contractor's facility;
3. Marking mail pieces with Intelligent Mail Barcode (IMb);
4. Complying with USPS presort and barcode marking requirements to secure cost-effective postage rates;
5. Handling of increased daily quantities during special mailings;
6. Ensuring compliance with security and privacy controls as outlined in applicable guidelines.

Period of Performance
The contract will be performed over a period starting from May 1, 2028, through April 30, 2031.

Place of Performance
The contract will be performed at the IRS National Distribution Center located in Bloomington, Illinois.
