Description: THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The US Coast Guard Special Missions Training Center intends to award a sole-source purchase order using the procedures at FAR 12.102(a), as it has been deemed that only one source is available to meet this specific requirement due to the proprietary nature of the InVeris 100 mil Firearms Training Simulator and its associated weapon systems. These systems are manufactured and supported exclusively by InVeris Training Solutions, and depot-level maintenance, repair, and extended warranty services require specialized knowledge, proprietary parts, and access to technical data that are not available to third-party vendors. Only InVeris possesses the technical expertise, proprietary components, and immediate access to simulator parts necessary to ensure the continued operational readiness of the SMTC's simulator systems. This purchase order is intended to be awarded to InVeris Training Solutions, INC for extended warranty service, depot-level maintenance, and repair for the InVeris 100 mil Firearms Training Simulator and associated simulated weapon systems. The requirements document in the form of a Statement of Work is attached to this notice.

This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by July 2, 2026 11:00am EST. The US Coast Guard Special Missions Training Center (SMTC) intends to award a sole-source purchase order for the maintenance and repair of the InVeris 100 mil Firearms Training Simulator. This decision is based on the proprietary nature of the simulator and its associated weapon systems, which are exclusively manufactured and supported by InVeris Training Solutions.

The goal of this contract is to ensure the operational readiness of the SMTC's simulator systems through specialized maintenance services that require proprietary knowledge and components.

Work Details
The contractor will provide extended warranty service, depot-level maintenance, and repair for the InVeris 100 mil Firearms Training Simulator and associated simulated weapon systems. Specific tasks include:
1. Identify unserviceable weapons through inspections or instructor feedback, submitting a Return Merchandise Authorization form to InVeris for warranty confirmation.
2. Coordinate shipping of unserviceable weapons to the contractor's facility using provided shipping labels.
3. Repair unserviceable weapons within 30 days of receipt, notifying the simulations manager in case of delays.
4. Ship repaired weapons back to SMTC at no cost.

The contractor must propose qualified personnel, maintain required support levels, ensure employee identification compliance, and adhere to government regulations regarding conduct and security.

Period of Performance
The contract will have a one-year base period from September 24, 2026, through September 23, 2027, with four one-year option periods extending through September 23, 2029.

Place of Performance
The primary place of performance will be at the Contractor’s facilities with frequent visits to the United States Coast Guard at BLDG BB6, Camp Lejeune, NC.

Bidder Requirements
