Fire Truck Lease

Background
The 55th Contracting Squadron at Offutt Air Force Base, NE, is seeking information for market research purposes regarding the leasing of ARFF (Aircraft Rescue Fire Fighting) vehicles. This notice serves as a sources sought synopsis for planning purposes and does not constitute a solicitation for competitive quotes. The government intends to award this as a sole source award to Company 2 Fire.

Work Details
The contractor shall provide all management, labor, equipment, transportation, tools, materials, and other items necessary to lease/rent 1 ARFF firefighting vehicle. The specific tasks include:

1) Leasing/renting 1 ARFF firefighting vehicle with a capacity of 3000 gallons;
2) The chassis must be 4x4;
3) Foam capacity must be at least 300 gallons;
4) The engine must be a diesel 8-cylinder engine;
5) The vehicle must be equipped with all lights and sirens required by NFPA (National Fire Protection Association);
6) The vehicle must come with F3 foam;
7) Provide annual maintenance in accordance with FAA (Federal Aviation Authority) regulations and NFPA standards.

Place of Performance
The vehicle is to be delivered to the Fire Department at 55 CES/CEF, 911 Garland St, Building 288, Offutt AFB, NE 68113.

Bidder Requirements
Bidders must meet the requirements for a Small Business Set Aside - Total (SBA). Additionally, contractors must comply with security requirements identified in AFFARS and provide proof of ability to meet the needs outlined in the Statement of Need.
