DESCRIPTION:

On or about 31 January 2023, this office will issue a solicitation for a One Step Design-Bid-Build (DBB) project for a Fire Station Support Building located at Fort Carson, Colorado

This solicitation is OPEN TO SMALL BUSINESS PARTICIPATION ONLY. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer.

SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION:

Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are in System for Award Management SAM' database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM.

PROJECT DESCRIPTION (approx. quantities)

Construct a Fire Station Support Building. Primary facilities include support building, special foundations, storage building, motorized access gate, cyber-security, and antiterrorism/force protection (AT/FP) measures, building information systems, fire protection, and alarm systems, intrusion detection system (IDS) installation, and energy monitoring control systems (EMCS) connection. Supporting facilities include site development, utilities and connections, storm drainage, paving, parking, walkways, lighting, information systems, landscaping, and signage. Heating and air conditioning will be provided by a self-contained system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings-related interior design services are required. Access for individuals with disabilities will be provided. CyberSecurity Measures will be incorporated into this project. Sustainability/Energy measures will be provided.

The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 548 calendar days) after receipt of NTP. Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.

The magnitude of construction costs for this project is between $10,000,000 and

$25,000,000.

SOLICITATION EVALUATION CRITERIA

This is a One Step Design-Bid Build solicitation for the Design and Construction of the Fire Station Support Facility, Fort Carson, Colorado. The Government will evaluate the proposals in accordance with the criteria described within the forthcoming solicitation and award a Firm-Fixed-Price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government.

SITE VISIT

A site visit is planned and the details for the visit will be provided in the forthcoming solicitation, Section 00 21 00.
