**SOLICITATION NOTICE FA252122R0001**

The purpose of this follow-on acquisition is to provide fire protection, emergency management and emergency medical services for Cape Canaveral Space Force Station (CCSFS) on a 24-hour per day, 7-day (24/7) per week basis. The mission of the Space Launch Delta 45 requires that the contractor provide continuous fire protection, emergency management and emergency medical services. The contractor shall have the provisions to ensure continuous services are provided in the event of a work stoppage or labor strike that may potentially degrade these functions. The contractor shall perform all firefighting duties and tasks in accordance with but not limited to the following: Department of Defense Instruction (DoDI) 6055.06, Air Force Instruction (AFI) 32-2001, Air Force (AF) Concept of Operations (CONOPS) for Fire Prevention and Consequence Management, and the National Fire Protection Association (NFPA) standards. The contractor shall comply with the Fire Emergency Services Self-Assessment Program (FESAP).

This acquisition is a Total Small Business Set-Aside.

The Government requires proposal submissions be conducted via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, https://piee.eb.mil/sol/xhtml/unauth/search/oppMgmtLink.xhtml?solNo=FA252122R0001

To initiate the proposal submission through PIEE, the Offeror must register as a proposal manager. Training on the solicitation module is available for proposal managers through PIEE at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml. Subcontractors who have proprietary data and do not want to submit this data to the prime must submit it through PIEE. The subcontractors will register as a proposal manager, and create a separate proposal submission from their prime.

Offerors submitting via PIEE Solicitation Module should follow up via email to abigail.bultman@spaceforce.mil to confirm receipt. Offeror and offerors team are responsible for confirming proposal submission is received prior to the proposal due date.

Background

Work Details
The Contractor shall provide a fully certified, trained, and uniformed workforce whose capability and quality meets Air Force (AF) standards as detailed in this Statement of Work (SOW) and/or applicable Air Force Instruction (AFI). Services shall include overall program management, financial and resource management, planning, administration, operations, supervision, labor, materials, supplies, and equipment except as provided in Government-Furnished Services and Government-Furnished Property (GFP).

The Contractor shall ensure compliance with firefighter uniform wear IAW AFI 32-2001 and enforce personnel must wear station work uniforms conforming to the requirements in National Fire Protection Association (NFPA) 1975. The Contractor shall provide all other necessary uniforms, personal equipment, supplies, operation and maintenance of contractor and government-provided equipment. The mission requires that the Contractor have provisions to ensure continuous Fire Protection, Emergency Management, and Emergency Medical Services in the event of work stoppage or labor strike that may potentially degrade these service functions. FEMS IV services are mission-essential. The Contractor is responsible to provide all protective gear IAW NFPA 1851 dictates selection use and maintenance of PPE.

Period of Performance
The contract will be performed on a 24-hour per day, 7-day per week basis.
