This Notice was amended to attach the updated Draft Performance Work Statement

The Mission and Installation Contracting Command - Fort Benning, Georgia, is conducting market research to determine availability of firms that are capable of providing inspection, maintenance/repair, refill/recharge and testing for approximately 2,050 fire extinguishers utilized by Fort Benning, GA. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Your responses to this sources sought will be treated as information only. The results of the market research will be used to determine the best overall acquisition strategy.

The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns.

Background
The Mission and Installation Contracting Command - Fort Benning, Georgia, is conducting market research to identify firms capable of providing inspection, maintenance/repair, refill/recharge, and testing services for approximately 2,050 fire extinguishers used by Fort Benning, GA.

This notice serves for planning and informational purposes only and does not constitute an Invitation for Bid or Request for Proposal. The Government is not obligated to acquire any products or services described in this Sources Sought.

Work Details
The contractor will perform annual inspection, maintenance/repair, refill/recharge/discharge, and hydrostatic testing of fire extinguishers utilized by the Directorate of Training Sustainment (DOTS) and all Maneuver Center of Excellence (MCoE) Training Brigades.

Services include ensuring compliance with Federal and State regulations and NFPA 10 standards. The contractor must provide supervision, licensed personnel, equipment, tools, labor, materials, parts, transportation, and waste disposal necessary for the work.

Services will be performed as extinguishers become unserviceable or are due for routine service at various intervals. The contractor must access Fort Benning to pick up and deliver extinguishers monthly or quarterly as required.

Types of extinguishers serviced include Co2 and Dry Chemical in sizes from 2.5 to 50 pounds. Components requiring servicing include O-rings, valve stems, gauges, hose bands/clips, pull pins, nozzles, etc. Type 1 fire extinguishers can be inspected and refilled but cannot be serviced with non-Army parts; unrepairable units must be discharged for proper disposal by the contractor. Type 2 extinguishers will be repaired or replaced if they cannot be recharged or are damaged. Monthly reports detailing conditions found during inspections and any repairs made must be submitted to the COR.
