Description

The United States Department of Agriculture, Agricultural Research Service has a requirement for fire alarm inspection and maintenance at the National Centers for Animal Health (NCAH) in Ames, Iowa. See attached Statement of Work for detailed requirements. The Government intends to award one Firm Fixed Price Task Order against a GSA Schedule Contract. The task order will have a base period of one year and four, one-year option periods. Funding will be provided annually at the time of exercise of each option period. Quotes are to be submitted in accordance with FAR 52.212-1, Instructions to Offerors-Commercial Items. Evaluation of quotes will be conducted in accordance with FAR 52.212-2, Evaluation-Commercial Items. The criteria for evaluation are (1) technical and (2) price. Technical acceptability will be evaluated based on company experience (minimum of three years' experience with the type and size of equipment utilized at the NCAH) and past performance. Options will be evaluated in accordance with FAR 52.217-5, Evaluation of Options. The basis of award is lowest price technically acceptable (LPTA). LPTA means the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The lowest priced proposal will first be evaluated for technical acceptability. If determined not technically acceptable, it will be removed from competition and the next lowest priced proposal will be evaluated for technical acceptability. This will continue until the lowest priced proposal is determined technically acceptable. Once the lowest priced proposal is determined technically acceptable, then a determination of responsibility will be completed. If found responsible, evaluations will be closed and award will be made. Questions in regards to this RFQ shall be emailed to josh.dobereiner@usda.gov. Questions are due no later than 3:00 PM Central Daylight Time on July 28, 2021. Answers to all questions received by that time will be posted as an amendment to this RFQ.
