Description

The Federal Aviation Administration (FAA), AAQ-500 - Regional Acquisitions, is issuing a Screening Information Request (SIR) Number 697DCK-26-R-00147 Fire Alarm System, Sprinkler System and Fire Pump Testing and Inspection at San Jose ATCT. The requirement is to be performed in accordance with the Statement of Work (SOW) included as a Section J attachment.

The procurement will be awarded as a Firm-fixed Price Contract with the NAICS code of 561621 and proposals will be evaluated in accordance with SIR Clause SA56 Evaluation Factors for Award.

There is an optional site visit at the Date(s) and Time(s) listed below. The meeting point and any pertinent site visit instructions will be provided to the attendees once interest is expressed.

Each company will be limited to two (2) total attendees. Contact information for the facility POC will be sent when confirmation of attendance is received.

Please review all pages of the attached Solicitation before submission of proposals. Instructions for proposals are included in Section L of the SIR and Evaluation Factors for Award are located in Section M of the SIR.

In accordance with AMS Clause 3.3.1-33 Contractors must be registered in the System for Award Management, www.sam.gov by the established due date for receipt of offers.

DURING SOLICITATION, ALL COMMUNICATIONS ARE TO BE CONDUCTED VIA EMAIL (anna.f.glover@faa.gov). NO PHONE CALLS WILL BE ACCEPTED. Proposal Submissions must be received no later than 5:00pm Eastern Time on Monday, July 20, 2026. It is the Offerors full responsibility to ensure that proposals are received as specified above. Proposals submitted after the due date and time will not be accepted.

Offerors are advised that the FAA will not be liable for any costs associated with the submission of inquiries to this announcement and/or responses to this Solicitation.

Background
The Federal Aviation Administration (FAA), specifically the AAQ-500 Regional Acquisitions, is issuing a Screening Information Request (SIR) for Fire Alarm System, Sprinkler System, and Fire Pump Testing and Inspection services at the Mineta San Jose International Airport's Air Traffic Control Tower (ATCT).

Work Details
The contractor will perform annual testing and inspection of fire alarm systems, sprinkler systems, and fire pumps at the San Jose ATCT located at 275 Martin Avenue, Santa Clara, CA 95050. Specific tasks include:
1. Coordination of all work with the FAA's Representative (COR) prior to performing any work.
2. Conducting all work during normal working hours (8:00 a.m. to 5:00 p.m., Monday through Friday) unless otherwise coordinated.
3. Testing that disrupts operations must occur between 11:00 p.m. and 5:00 a.m., with prior explanation at the pretest meeting.
4. The contractor must have experience in testing fire pump and sprinkler systems, including providing a UL Certificate for the service organization.
5. Staff must include NICET Level II certified technicians for testing and a job site supervisor who is NICET Level III certified and manufacturer trained on the system being tested.

Period of Performance
The contract period of performance includes a base year from August 1, 2026, to July 31, 2027, with four option years extending through July 31, 2031.
