This notice is a COMBINED Synopsis of Proposed Contract Action (pursuant to FAR Subpart 5.2) and Sources Sought (pursuant to DFARS PGI 206.302-1).

This requirement is for system support and expertise to aid the AFNWC's Financial Management (FM) directorate in its end of fiscal year 2024 and beginning of fiscal year 2025 activities. The intent is to ensure that the Comprehensive Cost and Requirement (CCaRTM) system utilized by the AFNWC is properly configured and sustained during this critical execution period for AFNWC/FM. Additionally, the contract will provide database training and reporting services. These services will ensure the Center's users are operational in the system and will facilitate critical end of fiscal year decision-making.

The AFNWC intends to issue a sole-source contract under the authority of 10 U.S.C 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements:

Sole-source award to Integrated Data Services (IDS) is contemplated as IDS is the original developer/source for all efforts affiliated with CCaRTM, and consequently in the only vendor able to provide the needed surge services.

Additionally, as described in Department of Air Force Instruction 63-101/20-101, Integrated Life Cycle Management, Chapter 11: Reporting, all efforts funded with Air Force Research, Development, Test and Evaluation (RDT&E) 3600 (Budget Activity (BA) 1 though BA7) and/or Procurement (3010, 3011, 3020, and 3080) investment appropriations, must use the CCaRTM system to manage and execute program funds. It is this regulatory requirement, which directs the use of CCaRTM and establishes the need to contract directly with IDS as the surge efforts require fully integrated, ramped up personnel to assist in overseeing and supporting the day-to-day functions of CCaRTM. Without access to IDS for the requisite surge efforts to aid in CCaRTM use, the AFNWC's ability to support fourth quarter 2024 and first quarter 2025 financial objectives places an unacceptable risk failure on AFNWC mission accomplishment. This includes the inability to approve USAF and Foreign Military Sales (FMS) funding for critical programs that support the AFNWC.

Consequently, based on this directive, coupled with the proprietary nature of CCaRTM, IDS is the only vendor able to provide support of this highly specialized funds management database while providing the limited surge effort in an efficient manner. IDS is the only vendor capable, qualified, and legally permitted to authorize usage, access, training, and configuration of CCaRTM for this surge period.

Award on a sole-source basis to IDS is subject to approval of a Sole-Source Justification. This notice serves to meet the sources sought requirements of DFARS PGI 206.302-1. Information received in response to this notice may be utilized in determining whether the authority of FAR 6.302-1 is supported; a determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. If no affirmative responses are received within the close date of this notice, an award will be made to INTEGRATED DATA SERVICES.

Provided below are the applicable Synopsis of Proposed Contract Action description items as required at FAR 5.207, which should allow viewers of this notice to determine their capabilities with regard to the requirement. Also provided below are submission requirements for statements of capabilities should an interested party believe they can meet the requirement.

DESCRIPTION

  • Place of Performance: This effort will provide support to the AFNWC at all of the following locations: Kirtland AFB, Tinker AFB, Hill AFB, and Hanscom AFB. As Kirtland is the AFNWC Headquarters location, some amount of in-office presence is needed to help ensure continuity of operations during end of year activities. Telework will be considered and the AFNWC is open to remote work supporting locations other than Kirtland AFB.
  • Qualification Requirements: All personnel assigned to this effort shall be a Certified CCaRTM Administrator.
  • Contemplated Performance Schedule:
    • Base Period: 3 months, from 1 Aug 2024 31 Oct 2024
    • Option 1: 1 month, from 1 Nov 2024 30 Nov 2024
    • Option 2: 1 month, from 1 Dec 2024 31 Dec 2024
    • Option 3: 1 month, from 1 Jan 2025 31 Jan 2025

STATEMENT OF CAPABILITY (SOC)

All responsible sources believing they have the capability to perform this requirement are requested to submit their SOC to the Government POCs listed below by the closing period on this notice. All SOCs shall be UNCLASSIFIED and shall Not Exceed 3 pages. Submissions shall be in Microsoft Word or PDF format. SOCs shall be submitted electronically via email to the Government POCs assigned to this notice.
