Background
The FirstNet Authority is an independent authority within the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA). Established under the Middle-Class Tax Relief and Job Creation Act of 2012, its mission is to ensure the deployment and operation of an interoperable Nationwide Public Safety Broadband Network (NPSBN) dedicated to public safety, supporting mission-critical communications for first responders across all 56 U.S. states and territories.

The Office of the Chief Financial Officer (CFO) has utilized the OneStream Enterprise Performance Management (EPM) platform for financial operations, enhancing data quality and governance. As federal financial data requirements have grown more complex, FirstNet seeks a unified platform to manage Financial, HR, IT, and Acquisition needs.

Work Details
The FirstNet Authority is conducting market research for a commercially available, FEDRAMP Moderate compliant unified platform capable of fulfilling the following specifications:
- Ability to connect to other validated sources used by the Federal Government.
- Governed AI agents tailored to finance processes.
- Automation with accuracy, auditability, and transparency.
- Support for the entire finance lifecycle: close, consolidation, planning, forecasting, analytics.

Specific tasks include:
1. TBM Automation: Configure GL – TBM crosswalk; implement driver-based allocations; generate OMB dashboard extracts.
2. SensibleAI Predictive Analytics: Ingest secure HR/payroll/operations telemetry; configure rolling 12-24 month ML baselines; enable what-if scenario analysis.
3. Modern Close Optimization: Transaction matching and reconciliation templates; explicit reconciliation templates for Cash and Property.
4. Genesis/COTS Dashboards: Implement dashboards for TBM pools and executive oversight with persona-based navigation.
5. NPSBN Obligations & Payments Integration: Configure ingestion of CLIN-level obligations and payment data; track payment timing.
6. Financial Statements Production: Implement workflow for FASB adjustments and summarize accounts into formatted statements.
7. Contract Assignment Automation: Automate assignment of new contract numbers; produce audit trail.
8. SharePoint Integration: Import/export budget scenarios; generate budgets for SharePoint items.
9. Operations & Maintenance: Provide Tier 2/3 support, patching, version management.
10. Training & Capability Transfer: Deliver training for various workflows and produce training guides.

Vendors must meet FedRAMP Moderate requirements and provide a narrative describing their capabilities to fulfill the described items/services. If applicable, small businesses must provide a narrative detailing value-added services as resellers.

This is a Request for Information (RFI) Only. Requests for copies of a solicitation will not receive a response. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. This notice is strictly for market research and information purposes only. Responses will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.

The First Responder Network Authority (hereafter referred to as the FirstNet Authority) is seeking responses from all responsible entities capable of fulfilling the requirement described herein. The contemplated NAICS code for this effort is 541519 Other Computer Related Services; Information Technology Value Added Resellers.

This notice is for planning purposes only and is not a Request for Proposal (RFP)/Request for Quotation (RFQ) or an obligation on the part of the FirstNet Authority for conducting a follow-on acquisition. The FirstNet Authority does not intend to award a contract on the basis of this notice or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by the FirstNet Authority will arise as a result of submission of responses to this notice and FirstNet Authority use of such information.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. No proprietary, classified, confidential, or sensitive information should be included in response to this notice; however, the FirstNet Authority will recognize as restricted or proprietary data which is clearly marked as such.

Over the past 8 years, the Office of the Chief Financial Officer (CFO) has used the OneStream Enterprise Performance Management (EPM) platform to provide its financial close and consolidation, planning, reporting, analytics and account reconciliation. The platform delivers standardized report packages, automated validation rules, and structured submission workflows that enhance data quality and enforce consistent financial governance across the organization. Through its automation capabilities, configurable data models, and audit ready workflow and trail features, the platform has improved accuracy, reduced cycle time, and strengthened transparency in FirstNet Authority's financial planning and reporting activities. These capabilities represent the core functionality FirstNet Authority has implemented to date, which has formed the foundation for FirstNet Authority's ongoing transformation toward more efficient and reliable enterprise financial management.
