THIS IS A SOURCES SOUGHT NOTICE ONLY, which is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.302-1 and DFARS PGI 206.302-1(d). This is NOT a Request for Proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future request for quote (RFQ) or invitation for bid (IFB)or RFP, if any issued. If a Solicitation is released, it will be synopsized on the Government-wide point of entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length in Times New Roman font of not less than 10 pitch, in either Microsoft Word or Portable Document Format (PDF). The deadline for responses to this request is no later than 10:30 EST, 18 August 2023. All responses under this Sources Sought Notice must be e-mailed to Ryan.T.Baker24.civ@army.mil. All questions and comments must be in writing; no telephone calls will be accepted.

The Period of Performance for this requirement is 28 August 2023 27 February 2023.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.

Purpose: The Assistant Secretary of the Army Financial Management & Comptroller (ASA(FM&C)) has a requirement for services in support of Financial Operations & Information (FOI), and Requirements, Resources and Contracts (RRC).

The intent of this notice is to gauge industry interest, capability, and relevant experience, in non-customer specific terms, as it relates to providing these financial support services in furtherance of ASA(FM&C) mission. To assist with submissions, the Performance Work Statement (PWS) is attached to this sources sought notice.

Contractors must be properly registered in the Government's System for Award Management (SAM) database. SAM registration can be found at https://sam.gov/.

Business Size Standard: The North American Industrial Classification System (NAICS) code is 541611, Administrative Management and General Management Consulting Services. The small business size standard is $21,500,000.00

5. The vendor is requested to demonstrate experience and expertise in cost modeling techniques for financial operations and financial systems, products, maintenance, and services in accordance with applicable Federal, Department of Defense, and Army regulations and policies.

6. The vendor is requested to demonstrate experience and expertise in strategic planning and decision making in providing recommendations to Leadership and to provide expeditious resolution of business and analytical problems.

7. Due to the acquisition sensitive nature of the work, would your company be willing to sign Non- Disclosure Agreements and a Non-Compete Agreements that would forbid your company from bidding on, or being a part of a team on, any of the contracts that this organization supports, to include those in other DoD and Army organizations?
