Background
The solicitation is for Financial Forensic Support Services to provide specialized support to high-impact financial investigations targeting Transnational Criminal Organizations (TCOs) as a priority area of the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), and Homeland Security Investigations’ (HSI) Financial Crimes Unit (FCU). The contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year ordering period. The services required are detailed in the Performance Work Statement (PWS) dated July 18, 2023.

Work Details
The tasks include providing support through activities centered on HSI’s strategic priorities, enhancing investigative and analytical support, training and development, strategic communications, updating the use of information technologies in the management of HSI programs, conducting analysis of complex financial and business records to support federal investigations, and providing full-time and temporary duty (TDY) support to designated Continental U.S. (CONUS) and Outside Continental U.S. (OCONUS) Government sites which support HSI.

Period of Performance
The contract will have a five-year ordering period with an option to extend services for up to six months. Individual task orders will have their own periods of performance that will not exceed 12 months.

Place of Performance
The place of performance will be at designated Continental U.S. (CONUS) and Outside Continental U.S. (OCONUS) Government sites which support HSI.
