This is Amendment 0001 to RFP #70RTAC25R00000010. The purpose of this Amendment is to:

  1. provide the government's responses to vendor questions on the final RFP;
  2. Update RFP continuation pages;
  3. Update the Statement of Work (Attachment 1); and
  4. Updated the Pricing Template (Attachment 3).

The RFP is updated as follows:

a) In the header, the word Draft is removed.

b) On pages 7 and 10, the page limit for Factor 3 is updated from 10 pages to 15 pages.

c) On page 30, Section 22.4 is added.

The following sections in the Statement of Work (SOW) are updated:

a) Section 2.4.1;

b) Section 2.6.1; and

c) Section 8.25

The Pricing Template is updated as follows:

a) Instructions in the Services & Hardware (CLIN 3A) section are updated.

Background
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is issuing a final solicitation for Cellular Wireless Managed Solutions (CWMS) 3.0. The primary goal of this contract is to establish a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Cellular Wireless Management Services to support various DHS components, including Customs and Border Patrol, Cybersecurity and Infrastructure Security Agency, and others. This initiative aims to enhance the operational capabilities of DHS by providing access to the latest mobile technologies and tools.

Work Details
The contractor shall provide a comprehensive commercial cellular wireless managed services solution that includes:
- Access to multiple carriers and services
- A customized web portal for each component to manage the complete lifecycle of devices from order placement to recycling
- Program management services for oversight of all aspects of the program
- A robust service desk to support employees.
Mandatory services include:
- Program Management
- Performance Management
- Telecommunication Expense Management Services (TEMS)
- Management Portal
- Service Desk Support
- Transition Services.
Optional services may include:
- Cellular and Satellite Wireless Devices, Accessories, Licenses and Services
- Mobile Device Management (MDM) Services
- Labor Support
- In-Building Cellular Enhancement Services. The contractor will also ensure compliance with Section 508 requirements for accessibility in technology products and services.

Place of Performance
The services will be provided across the contiguous United States (CONUS) and locations outside the contiguous United States (OCONUS) as needed.
