The purpose of Amendment 5 is to revise exhibit 1A to include the chart for "Offeror Management and Administrative Labor Categories and/or Labor-oriented Recurring
Other Direct Costs (ODCs)/Cost Estimating Relationships (CERs)".

Special Notice:

Offerors only have a 7 day window to submit their proposal once an invite is received to access
the Large File Transfer (LFT) system. Therefore, when a contractor requests a LFT invitation
email, I will send a final invite to everyone on April 9th to reset your submission timeline.
Submission deadline is April 15th at 12:00PM. Proposal information that is upload will have a
date to verify submission date. Our language in the Proposal Delivery provision is still accurate.
The CO has 7 days after submission to download the secure files prior to the proposals. Notify
the CO via email at Andrea.MT.Ross@nasa.gov after you have submitted all four Proposal
Volumes, denoting the names of each volume sent.

Contact me if you have any issues with the LFT by April 14, 2020 to ensure submission.

2020.03.18 Amendment 2- SpectRE RFP extension to 4.9.2020

The purpose of Amendment 2 is to extend the SpectRE solicitation 80HQTR20R0011 proposal deadline from March 26, 2020 to April 9, 2020.

Please be advise the Government will release with the next Amendment electronic proposal submission instructions for Solicitation 80HQTR20R0011 SpectRE Requirement.

2020.03.10 Amendment 1- SpectRE RFP

The purpose of Amendment 1 is to incorporate a conformed Final Request for Proposal (RFP) revision and update Exhibits under the SpectRE solicitation .

A. RFP updates are at sections: L.13(c) Subfactor A- Technical Approach; L.14 (b)(2) Attachment B- Direct Labor rates, Indirect Rates, Profit and Fee Matrices; and L.15(b) Prior Customer Evaluations (Past Performance Questionnaires).

B. RFP Exhibits are updated to include 1A-11A in addition to 11B. The revised exhibits are posted as "2020.03.02 Exhibits- GPM Exhibits 1-11B All IDIQ by CY."

C. Attached is a conformed RFP, which incorporates Amendment 1 updates.
