SSHINE RFP AMENDMENT 4

The RFP has been amended to remove or edit solicitation provisions and contract clauses in accordance with Class Deviation 2025-O0003 and the Contracting Officer's determination; Delete section L-5.6.5 and add a note to section L-5.6.2.1 and 5.6.7.4.5 in Attachment 14-Section L - Instructions to Offerors Rev. 2, dated 5 March 25.

Proposal due date remains 17 March 2025, 1PM Mountain Time.

Space Systems and Hardwarde Integration for Novel Experiments (SSHINE) RFP No. FA9453-25-R-X002

The objective of this requirement is to provide required research, engineering, and technical management for performing space technology analysis, development, integration, experimentation, demonstration, and evaluation in support of the AFRL/RVE mission. The contractor shall perform work supporting the development of space technology, and functional areas defined in the basic contract Statement of Work.

The Request for Proposal includes 15 attachments. The following three (3) attachments are controlled documents and may be available upon request:

Background
The Space Systems and Hardware Integration for Novel Experiments (SSHINE) contract, issued by the Air Force Research Laboratory (AFRL), aims to provide essential research, engineering, and technical management support for space technology analysis, development, integration, experimentation, demonstration, and evaluation.

The goal is to enhance the AFRL/RVE mission through the development of space technology and related functional areas as outlined in the Statement of Work (SOW). This task order also includes responsibilities for maintaining and upgrading the Kirtland Spacecraft Integration facility.

Work Details
The contractor will perform a variety of tasks under this contract including:
1. Supporting direct technical and systems engineering tasks to RAPID Program Managers and other designated leads.
2. Developing government flight experiment and space technology requirements, including mission scope, design tradeoffs, concepts of operation, and mission analyses.
3. Performing analyses and evaluations through experimental testing, modeling, simulation, and engineering analysis.
4. Preparing documentation for systems engineering activities related to space technology programs.
5. Supporting Model Based Systems Engineering (MBSE) activities throughout the program life cycle.
6. Developing modeling capabilities for simulating technology options identified by RVE.
7. Supporting hardware/software-in-the-loop testing environments and cloud computing architecture development.
8. Conducting procurement assistance for long lead hardware/software critical to future space experiment success.
9. Supporting miscellaneous tasks such as trade studies and demonstrations as directed by the Program Manager.
10. Preparing monthly status reports on activities under the scope of work.

Place of Performance
Primary performance will be conducted at the Phillips Research Site (PRS) laboratories located at Kirtland AFB, NM, with potential work at Holloman AFB, NM, remote field sites, or other research facilities in the U.S. or overseas.
