Background
The National Aeronautics and Space Administration (NASA) Headquarters is seeking proposals for the NASA Postdoctoral Program-2 (NPP-2) to provide program management and administration services for the Science Mission Directorate. The contract will be awarded through a full and open competition, with a total potential period of performance of five years, including a one-year base period and four option periods. The anticipated contract award date is January 31, 2021, with a May 1, 2021 contract effective date. The contract will be performed at all NASA locations and offsite at the Contractor’s facilities or Host Organizations.

Work Details
The contractor is required to provide program-level services, website and knowledge management services, soliciting applicants, receiving and reviewing applications, enrolling new fellows, supporting fellows during their tenure, financial reporting and program effectiveness, operational performance plan and metrics, and phase-in and phase-out activities.
Offerors should pay close attention to all solicitation instructions provided in the Statement of Work (Attachment A) as well as the provisions in sections L and M of the solicitation.

Period of Performance
The contract will have a total potential period of performance of five years, including a one-year base period, a one-year Option Period 1, one-year Option Period 2, one-year Option Period 3, and one-year Option Period 4.

Place of Performance
The contract will be performed at all NASA locations and offsite at the Contractor’s facilities or Host Organizations.
