This is the Final Request for Proposal (RFP) for the Naval Air Warfare Center Aircraft Division (NAWCAD) Simulation Division (SimDiv) follow-on contract. This is a follow-on requirement to the following three SimDiv contracts: Engineering Support Services contract (N00421-19-D-0074), Systems Development contract (N00421-20-D-0008) and Laboratory Operations contract, (N00421-22-C-0003).

Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) Integrated Battlespace Simulation and Test (IBST) Department and the Simulation Division are issuing a contract to support their mission. The goal is to enhance modeling and simulation capabilities for naval aviation systems, reducing risk and improving quality throughout the acquisition lifecycle.

Work Details
The contract requires engineering, technical, manufacturing, and program management support services for simulation systems. Tasks include developing Tactical Operational Flight Trainers (TOFT), Weapons Systems Trainers (WST), Part Task Trainers (PTT), Maintenance Training Devices, laboratory simulation capabilities, desktop simulation stations, simulation software, and infrastructure such as operator stations and display systems.

The contractor will also provide technical tours, visitor escort support in classified spaces, documentation development, engineering support for test events, software development for real-time simulation systems, visual database development, avionics modeling, aerospace engineering tasks, RDT&E software development, logistics support including inventory management and procurement of materials.

Period of Performance
The contract will commence on September 8, 2024, and continue for a period of 60 months until September 7, 2029.

Place of Performance
The primary place of performance is at NAWCAD facilities located at Patuxent River MD.
