The Naval Air Warfare Center - Aircraft Division (NAWC-AD) (AIR-2.5.1.11) at Patuxent River, MD has a requirement for Contractor Support Services (CSS) for the Air Vehicle Modification and Instrumentation (AVMI) department (AIR-5.2.9).
The CSS will include: providing technical support services to meet the staffing demands of the AVMI technical shops and instrumentation installation teams, managing the contract in an effective and efficient manner, providing engineering support for instrumentation and other test modifications to the aircraft or weapon under test, performing analysis and verification of designs for airworthiness, providing technical support of test systems during test and evaluation events, supporting AVMI's involvement with Integrated Test Teams (ITTs) and Integrated Project Teams (IPTs), providing mechanical modification support for test platforms, and providing project and administrative support. These services shall be performed on-site at Patuxent River, Maryland, China Lake, California, and Point Mugu, California.
This requirement will be competitively solicited as a Small Business Set-aside, Cost Plus Fixed Fee (CPFF) contract with CPFF and Cost Reimbursable CLINS.
The period of performance for this procurement is a base year with four (4) one (1) year options.
The PSC Code for this requirement is K015 and the NAICS is 541715, with a size standard of 1,500 employees.

The purpose of this notification is to inform Industry that there has been an official protest filed, regarding Solicitation N00421-17-R-0071, with the Government Accountability Office (GAO) under File Number: B-417042.1. Please note, the Proposal Due Date is not affected by this ongoing litigation and proposals are still due by 7 Nov 2018, 1:00 p.m. EST. Work Details
This solicitation is for Air Vehicle Modification and Instrumentation Support Services. The SOW requires the submission of electronic copies of the Statement of Work/Performance Work Statement (SOW/PWS), contract sections, and other relevant information for each contract identified within Table 1 and Attachment P2.
Offerors are required to explain the relevancy of their referenced contracts to the AVMI requirements and provide a comparative analysis.
The solicitation also requires identification of CAGE codes for all proposed entities, explanation of multiple applicable CAGE codes, and a brief description of performance in delivering quality services in various areas such as meeting technical requirements, schedule, cost control, and management.
