Background
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) requires a commercial service vendor to provide electronic fingerprinting services as part of the security requirements for employment. This is necessary for prospective employees and interns to submit electronic fingerprints using the Office of Personnel Management (OPM) approved Secure Web Fingerprint Transmission Plus (SWFT PLUS) in support of their background investigations. The vendor must have the necessary resources and certifications, including ISO 9001:2015 Quality Management System certification.

Work Details
The vendor will be responsible for collecting electronic fingerprints from prospective employees and interns, saving the prints in the required electronic format for submission via SWFT PLUS. The vendor must provide:

1. Electronic fingerprint capture and transmission services.
2. A worldwide network of stationary collection sites capable of capturing fingerprints in compliance with NSWC PHD, OPM, SWFT PLUS, and FBI requirements.
3. Collection of up to 300 electronic sets of fingerprints per 12-month period.
4. An intuitive website for scheduling appointments that is Section 508 compliant and available 24/7 in English and Spanish.
5. Verification of applicant identity using two forms of identification at the time of appointment, with specified acceptable primary and secondary forms.

Period of Performance
The contract will be performed over a base year with four option years, each consisting of a 12-month period.

Place of Performance
The services will be performed at various stationary collection sites worldwide, including locations within the United States, District of Columbia, Guam, US Virgin Islands, and Puerto Rico.
