Background
The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office is issuing a sole source solicitation to Edenred Benefits, LLC for Benefit Distribution Services for the Field Support Activity (FSA) Transportation Incentive Program (TIP).

The TIP aims to provide benefits to military and civilian employees to offset mass transit commuting costs, thereby reducing traffic congestion and air pollution. The FSA oversees benefit disbursements for over 8,000 Department of Navy employees. This contract will support the continuation of services currently provided under contract N0018923CZ113, which expires on September 30, 2024.

Work Details
The contractor will provide benefit disbursement services and program support to the FSA TIP Program Office. Key tasks include:
1. Enrollment Processing: Process applications for new enrollees, changes, withdrawals, and re-certifications. Applications must be submitted via an online web application or secure electronic file transfer.

2. Benefit Delivery Methods: Disburse transit benefits primarily through electronic means on a monthly basis while maintaining a list of transit providers requiring paper distribution.

3. Electronic System Management: Maintain an IT system for managing the Transit Benefit Program, ensuring compliance with the Privacy Act and maintaining records for audit purposes.

4. Customer Service: Provide dedicated customer service support staff to assist program participants with inquiries and issues related to the transit benefit program.

Period of Performance
The contract period of performance is from October 1, 2024, through September 30, 2025, with options for four additional years and one six-month option.

Place of Performance
The services will be performed at locations associated with the Field Support Activity (FSA), Washington Navy Yard, DC.
