Description

This is a combined synopsis solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QW0000109 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 541330. The small business size standard is $25.5M.

The award will be in accordance with FAR 6.104-1. It is anticipated that an Indefinite Delivery Requirements contract consisting of a one-year base period and four one-year option periods shall be awarded as a result of this synopsis solicitation. The total duration of this contract shall not exceed five (5) years. Offeror's must submit prices for each of the 5 one-year option periods in order to be considered for award. The Coast Guard does not own nor can it provide specifications, plans, drawings or other technical data. The USCG intends to award to Leonardo Spa (A1512), Piazza Monte Grappa, Rome Italy 00195, the Original Equipment Manufacturer (OEM) of the services being procured. These services are in support of the C-27J aircraft. ALL QUANTITIES ARE ESTIMATES. All responsible sources may submit a quote which shall be considered by the agency.

Background
The United States Coast Guard (USCG), under the Department of Homeland Security, is seeking to procure Field Service Representative (FSR) and Technical Services to support the C-27J aircraft.

This contract is being issued as a sole source acquisition to Leonardo Spa, the Original Equipment Manufacturer (OEM) of the C-27J aircraft. The goal of this contract is to ensure that the USCG can efficiently operate and maintain its fleet of C-27J aircraft, which are critical for missions such as search and rescue and law enforcement.

Work Details
The contractor will provide a range of technical information services necessary for maintaining the C-27J aircraft, including:
1. Responding to Requests for Technical Information (RFTIs) submitted by the USCG regarding structural engineering and airframe systems.
2. Providing technical support for managing routine, urgent, and Aircraft on Ground (AOG) situations related to structural damage or system malfunctions.
3. Supplying appropriate technical data for major structural repairs not covered by existing manuals.
4. Managing all RFTIs submitted to Leonardo and providing timely responses based on the complexity of the requests: 3 days for categorization, 10 days for routine requests, and 21 days for complex requests.
5. Conducting semi-annual Technical Information Meetings with USCG personnel to discuss maintenance and logistic issues.
6. Providing an exclusive point of contact for coordinating delivery status and requirements related to parts procurement.
7. Offering field team support for aircraft repair/maintenance that exceeds USCG expertise, including detailed quotes for required work upon request.

Place of Performance
Services will primarily be performed at the USCG Aviation Logistics Center in Elizabeth City, NC, with potential travel required to various CONUS and OCONUS locations as needed.
