The Field Information Communications System (FICS) (referred to as Syun Lien ) shall provide and support mobile and secure, voice and data communications to the Taiwan military Tactical Operations Center (TOC)-level command posts (CPs), and remote (mobile) users, while addressing evolving Taiwan military doctrine, organization, training, materiel, leadership, personnel and facilities changes. Expected reduction in forces, along with the proliferation of data, command and control (C2), and situational awareness (SA) systems require the FICS to be more agile and capable, while increasing the capacity to support Taiwan military communications. The Field Information Communications System (FICS) shall provide the capability of voice and data networks for the Taiwan military Tactical Operations Center (TOC)-level communications by employing technological improvements in radio transmissions, data networking and packetized voice, while minimizing system footprint (power, size, personnel and logistics train). Included with the deployment of the FICS are a tailored logistics package and support architecture to maintain a high rate of readiness of equipment and personnel.

It is the objective of this program to develop, deliver, field and support a full rate production quantity of the FICS communications nodes for the Taiwan military supporting Taiwan ICE Force communications for at least the next fifteen (15) years.

Background
The Field Information Communications System (FICS), also known as Syun Lien, is being developed to provide and support mobile and secure voice and data communications for the Taiwan military's Tactical Operations Center (TOC)-level command posts and remote users.

This initiative is in response to evolving military doctrines, organizational changes, and the need for enhanced communication capabilities. The program aims to replace the outdated Improved Mobile Subscriber Equipment (IMSE) system, which has been in use since 1997.

The FICS will ensure that Taiwan's military can effectively manage command and control operations amidst a reduction in forces and an increase in data proliferation. The contract will support Foreign Military Sales (FMS) requirements on behalf of the Security Assistance Management Directorate (SAMD) for Taiwan, with a goal of delivering a full production quantity of FICS communications nodes over the next fifteen years.

Work Details
The contractor will be responsible for developing, delivering, fielding, and supporting the FICS communications nodes. Key tasks include:
1. Providing wired voice and data communications between TOC Command Posts across a Wide Area Network (WAN).
2. Enabling wireless access for remote users to the FICS networks.
3. Ensuring interoperability with existing military communication systems and commercial networks.
4. Implementing integrated network security measures within the FICS architecture.
5. Utilizing existing IMSE Phase II equipment where feasible to minimize costs.
6. Achieving a minimum data throughput of 40 Mb/s in each direction between nodes.
7. Reducing site setup times to 15 minutes for communication readiness with minimal personnel requirements.
8. Ensuring system availability of at least 90% over a service period of no less than fifteen years.

Period of Performance
The initial fielding of the FICS is expected to occur 18-24 months after contract award, with final delivery scheduled within five years post-award.

Place of Performance
The contract work will primarily take place in Taiwan.
