Background
The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), part of the U.S. Department of Justice (DOJ), is seeking proposals for field and background-investigative services. The ATF's mission includes reducing violent crime, collecting revenue, and protecting public safety through enforcement of federal laws related to alcohol, tobacco, firearms, explosives, and arson. This solicitation aims to establish multiple Basic Ordering Agreements (BOAs) with qualified contractors to ensure efficient performance of background investigations.

Work Details
The contractor will provide personnel, materials, equipment, and services necessary for conducting background investigations as specified in the Statement of Work (SOW). Key tasks include:

- Conducting interviews with subjects and references;
- Verifying identity, employment, residence, and educational claims;
- Performing military record reviews;
- Conducting law enforcement checks; and
- Submitting Reports of Investigation (ROIs) upon completion of assignments.

Contractors must adhere to all standards outlined in the Field Special Investigator Manual and maintain compliance with ATF policies. Investigations will primarily occur within a 200-mile radius of the contractor's business/residence unless otherwise directed by ATF. The contractor is expected to utilize personal vehicles and IT equipment for investigations.

Period of Performance
The period of performance for the BOA will be 60 months (5 years) from the date of award. Each individual order under the BOA may have a duration of up to 12 months.

Place of Performance
The primary place of work must be within the geographical location of each awardee’s address.
