Background
The Request for Proposals (RFP) is a full and open competition, and will result in a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The requirement is for non-personal, on-site human factors behavioral research support within the highway safety and operations research programs in an efficient, cost-effective, and innovative manner. The Federal Highway Administration’s Office of Safety & Operations, Research and Development (R&D), Human Factors (HF) Team is the lead organization responsible for human factors activities in the Research, Development and Technology (RD&T), Safety, and Operations program areas. The HF Team is seeking support in human factors and highway engineering to provide effective program administration and the special skills needed to address complex technical program issues.

Work Details
The contractor shall furnish non-personal technical support services to perform the activities described under this contract titled “Human Factors On-Site Support Services”. The Contractor will provide support to FHWA with the administration and execution of its research studies, under Government oversight. Some FHWA research entails close cooperation with State, local and private entities. The Contractor must be able to provide objective, independent, technical support be free from any competitive threat to FHWA program partners; and adequately assure FHWA that proprietary information will remain confidential. Specific work to be performed will be set forth under individual Task Orders. Task Orders under this IDIQ contract will be determined and issued on an as-needed basis by the FHWA and will generally consist of work in the areas . When Task Orders are issued, the place of performance will vary between working onsite at the TFHRC facilities or at field sites in the greater Washington D.C. area.

Period of Performance
The period of performance of this Indefinite Delivery/Indefinite Quantity Contract (for the purpose of placing orders) is 60 months from the date of award.

Place of Performance
Availability of contract staff in the Washington, D.C. area is necessary, to facilitate the needed close working relationship with FHWA staff required by the effort. All full-time, key Contractor staff will be working on-site at FHWA’s Turner-Fairbank Highway Research Center in McLean, Virginia.
