Background
The Federal Highway Administration (FHWA) intends to solicit and award two to six contracts to fund Environmental Review Implementation (ERI) Funds Technical Assistance Centers across six regions in the United States. This initiative is part of a pilot program aimed at assessing the efficacy of these centers in providing capacity-building support to eligible entities involved in environmental review and permitting processes.

Work Details
The contractor will establish and implement ERI Technical Assistance Centers with a primarily virtual presence. The objectives include: assessing the effectiveness of regional centers in providing technical assistance and training on environmental review processes; documenting program outcomes through regular and final reports; providing technical assistance related to environmental reviews; developing novel methods for delivering assistance; assisting with capacity building for DOT discretionary grant applications; and creating a Final Report summarizing methodologies, outcomes, best practices, and lessons learned.

Key tasks include project management, hosting a kick-off meeting, maintaining a Project Management Plan (PMP), submitting monthly progress reports, tracking technical assistance requests, and developing outreach materials. The contractor must ensure that all activities focus on building the capacity of eligible entities without drafting or completing environmental documents or grant applications.

Period of Performance
The contract will be performed over a period of five years.

Place of Performance
The services will be performed across six designated geographic regions in the United States.
