FHWA Environment and Realty Support Services BPA

The Federal Highway Administration (FHWA) is seeking quotations for an Environment and Realty Support Services Blanket Purchase Agreement (BPA). The purpose of this BPA is to provide technical and program support to the FHWA's Office of Planning, Environment, and Realty (HEP). The BPA will contain provisions for issuing Firm-Fixed-Price (FFP), Time & Materials (T&M)/Labor Hour (LH), or Hybrid orders. The anticipated BPA will have a period of performance of 60 months from the date of award, with the potential for orders to have a performance period of up to three years beyond the expiration date of the BPA. The estimated value of all orders issued against all BPA awards is $15,000,000.

The scope of work for this BPA includes providing transportation, human/natural environment, and realty support services to the FHWA. The services required will be in various task areas, including wetlands and wildlife habitat, highways and water resources, national environmental policy act and environmental review process, historic and archaeological preservation, conflict resolution and mediation, livability and sustainability, pedestrian and bicycle transportation, transportation air quality and noise, climate change and resiliency, real property acquisition, outdoor advertising control, marketing and outreach, and transportation economic development and land use.

Quotations are due by May 31, 2022, and must be submitted via email. The BPA awards are expected to be made to approximately four contractors. Travel and materials will be reimbursed using T&M at the order level. Indirect rates shall be applied in accordance with the BPA Holder's GSA schedule contract terms and conditions.
