This draft RFP addresses the acquisition of Fire Emergency Services Personal Protective Equipment (FES PPE) Care and Maintenance Services for United States Air Force (USAF) fire fighters within the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS).

Under this acquisition, Care and Maintenance Services include:

Advanced inspection (i.e., including a complete liner inspection)

Advanced cleaning

Specialized cleaning

Repairs

Alterations

Disposition

This solicitation will be issued under NAICS code 812332, Industrial Launderers (i.e., business size standard is $38,500,000).

This acquisition is set aside for small businesses and will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2. The Government plans to accomplish three (3) independent source selections. The source selections will result in the Government awarding three (3) single award Indefinite Delivery Indefinite Quantity (IDIQ) region-based contracts (i.e., one (1) contract for each of the three (3) designated Service Regions below):

Region 1 - West CONUS, Qatar, and PACAF (i.e., Alaska, Hawaii, Japan, & Korea)

Region 2 - Central CONUS and Honduras

Region 3 - East CONUS, Puerto Rico, Greenland, and USAFE (i.e., Azores, Belgium, England, Germany, Italy, Spain, & Turkey)

The contracts will consist of a five-year period of performance consisting of five (5) one-year ordering periods, and one (1) six-month extension option.
