The purpose of this Blanket Purchase Agreement (BPA) is to procure services for the supply and delivery of petroleum diesel fuel to Region VI Federal Regional Center (FRC) on site generator has the necessary operating petroleum diesel fuel. With sufficient fuel, the generator can produce adequate electrical power to meet electrical load requirements so that mission essential tasks or functions are not interrupted for an extended period. Propane is also being requested.

An amendment has been issued to this RFP. Please ensure that you thoroughly review the document that is labeled '2.2.1 70FBR625R00000023 - Amendment 3'.

Period of Performance: This Fuel Service BPA consists of a one-year base period of performance and four option periods.

Please submit a performance work statement (PWS) tailored to the objectives listed in the solicitation. This information will be used to assess the technical acceptability and overall value to your proposal.

The PWS shall include a proposed Deliverable Schedule that addresses each deliverable identified in the SOO. The schedule should include delivery timeframes, responsible personnel, and any assumptions related to submission or acceptance of deliverables.

Offerors are encouraged to include any volume discounts, prompt payment terms, or other pricing incentives.

Background
The Federal Emergency Management Agency (FEMA) is issuing this Blanket Purchase Agreement (BPA) to procure services for the supply and delivery of petroleum diesel fuel to the Region VI Federal Regional Center (FRC).

The goal of this contract is to ensure that the on-site generator has sufficient operating fuel to produce adequate electrical power, thereby preventing interruptions to mission-essential tasks or functions. The FRC is a secure facility located at 800 North Loop 288, Denton, Texas, which was built during the Cold War and has specific security protocols for access.

Work Details
The contractor shall supply and deliver petroleum diesel fuel for the FRC's fixed generator on site within twenty-four (24) hours of receiving a call from the Contracting Officer's Representative (COR).

Deliveries will be made as needed, with specifications requiring only petroleum diesel fuel without additives or biofuels. The contractor must include costs for transportation and delivery charges in their proposals. The tank capacity is 970 gallons, and deliveries will be made to maintain this level as required. All work must comply with applicable laws and regulations. Specific requirements include:
- Delivery within 24 hours of request.
- Only petroleum diesel fuel accepted.
- Cost proposals must include transportation and delivery charges.
- All trucks must be able to pump fuel into above-ground tanks.
