Description

THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. Pursuant to FAR 5.203(a), the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA)/Federal Insurance and Mitigation Administration (FIMA), manages the National Flood Insurance Program (NFIP) and a range of programs designed to reduce future losses to homes, businesses, schools, public buildings, and critical facilities from floods, earthquakes, tornadoes, and other natural disasters. FEMA intends to award a sole source contract for contractor support to facilitate a property owner's insurance agent containing flood insurance for their client, the homeowner, directly from the government rather than through a WYO company. These services will be for directly written Standard Flood Insurance Policies, Severe Repetitive Loss policies and Group Flood Insurance policies in support the FEMA's NFIP.

Background
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA)/Federal Insurance and Mitigation Administration (FIMA) manages the National Flood Insurance Program (NFIP) and various programs aimed at reducing future losses from natural disasters. The contract aims to facilitate property owners' insurance agents in obtaining flood insurance for their clients directly from the government, rather than through a Write Your Own (WYO) company. The services will involve directly written Standard Flood Insurance Policies, Severe Repetitive Loss policies, and Group Flood Insurance policies in support of FEMA's NFIP.

Work Details
The contractor is required to deliver quality Direct Service operations, design and implement effective customer service for NFIP policyholders, provide scalable and cost-effective solutions for claims processing, offer secure government-approved innovative information technology solutions, provide a laboratory environment to test new ideas enhancing customer experience, design and implement metric reporting to continuously improve customer experience, and provide all necessary transition support during the timeframe to procure these services on a competitive basis.

Period of Performance
The anticipated contract period of performance will be for one 9-month period and four 6-month option periods, with an additional 3-month period to ensure continuity of services for the NFIP until a competitive follow-on contract is in place. The potential follow-on sole source contract may provide continued services through August 30, 2024.

The contract will be performed at the location of the incumbent contractor: Torrent Technologies Inc, 1935 3rd Avenue E, 100, Kalispell, Montana 59901.
