FEMA Mobile Command and Control (C2) Office Trailer Unit(s)

Background
The Department of Homeland Security (DHS) - Federal Emergency Management Agency (FEMA) responds to national emergencies and disasters wherever they occur. As part of the agency’s capability to mobilize personnel and assets capable of coordinating disaster relief efforts, the agency needs mobile command centers sufficiently equipped with satellite and communication technologies to serve as command-and-control offices.

Work Details
The contractor is required to provide fourteen (14) new 53-foot Drop Deck Van Trailers retrofitted to operate as Mobile Command and Control Offices for use in disaster response operations. The proposal submitted should be 'rack ready' with only the cabling to be installed as listed. The units must be self-sustaining to support their assigned mission, and must include specific design considerations such as operating conditions, load requirements, HVAC units, entrance doors, cabinets, and airlift certification.
The chassis design must be aluminum dual axle semi-style trailers certified by a 3rd party engineering firm and meeting or exceeding various guidelines including NATM, RVIA, NFPA, OSHA, FVMSS, and Mil-STD guidelines. The trailer must have a GVWR of up to 60,000lbs, two 18,000# air ride axles, air brake system with ABS, 17.5” aluminum wheels, and meet or exceed load range G. It should also be equipped with DOT lighting to meet or exceed FMVSS 108 requirements.
