This presoliciation notice is for Mobile Logistic Office Unit trailers (MLOUs) for the Federal Emergency Management Agency's (FEMA) Logistics Operations Division. Performance will occur in the awardee's U.S. manufacturing facility with f.o.b. destination delivery terms. Trailers will be delivered to FEMA's Distribution Center in Fort Worth, TX.

This procurement is 100% set-aside for Small Businesses. The NAICS code for this procurement is 336212, with a small business size standard of 1,000 employees.

The requirement is to acquire rugged, fifth wheel trailers customized to function as an office, also known as Mobile Logistics Office Units (MLOUs).

The period of performance is for 5 consecutive years with no option periods. Due to strategic planning for MLOUs in the future, FEMA will award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract allowing for economic price adjustment and firm fixed price delivery orders. FEMA anticipates a single-award contractor for this requirement since standard manufacturing and design is essential to expeditious support of the mission. A first article inspection for a prototype will be required.

The procedures and evaluation methods for this requirement will use a best value trade-off approach where technical factors are more important than price. The government will use a two-step advisory down select process to minimize proposal development costs for offerors with little or no chance of receiving an award.

This is not a solicitation; this is a presolicitation notice to allow contractors to anticipate release of this solicitation. The solicitation is anticipated to be released on or about August 5, 2024. The solictiation period will not be a full 30 days thus this presolicitation notice is to help interested contractors to prepare accordingly. The Government is not responsible for any costs incurred by the contractor for any effort related to this presolicitaion notice.

Background
The Federal Emergency Management Agency (FEMA), part of the Department of Homeland Security (DHS), is responsible for responding to national emergencies and disasters. To enhance its capability to mobilize personnel and assets for disaster relief efforts, FEMA intends to procure Mobile Logistics Office Units (MLOUs) that are equipped with satellite and communication technologies. These units will provide shelter during field operations and facilitate communication with FEMA Headquarters.

Work Details
FEMA intends to procure fourteen (14) rugged Fifth Wheel Trailers designed to be pulled by semi-trucks, retrofitted to operate as Mobile Logistics Office Units (MLOUs) for disaster response operations. The trailers must meet the following specifications:
- Minimum length: 39 feet
- Must be 'rack ready' with only cabling to be installed
- Scale drawings showing proposed work including electrical and network schematics
- Materials requirements including paints, woods, insulation, lights, etc.
- Exterior dimensions must not exceed DOT maximum travel height of 13.6 feet, 39-foot length, and 8 feet 6 inches width
- Roof clearance must accommodate a Starlink Satellite Antenna and a Direct TV satellite antenna.

Proposals should include design enhancements and a pricing schedule for repair and maintenance outside warranty for 5 years. Delivery will occur at FEMA's Distribution Center in Fort Worth, TX. Each delivered unit must include:
- One set of paper and electronic 'as-built' drawings
- One paper copy of the operator’s manual
- Keys for outside compartment doors and entry doors
- Compliance with all DOT-related permits and inspections.

Period of Performance
The period of performance is for 5 consecutive years with no option periods.

Place of Performance
Performance will occur at the awardee's U.S. manufacturing facility with delivery to FEMA's Distribution Center located at 501 West Felix Street, Fort Worth, TX 76115.
