The purpose of this amendment is to revise Section M: Evaluation Factors for Award, paragraph M.5 Factor 5: Price, to include Contract Phase-In and Contract Phase-Out costs in the calculation of the total evaluated price. The Federal Emergency Management Agency (FEMA) is issuing this solicitation for an indefinite-delivery indefinite-quantity (IDIQ) contract for the primary purpose of conducting damage assessments in response to presidentially declared disasters throughout the United States and its territories (CONUS & OCONUS). The Government may award one or more contracts as a result of the solicitation.

Background
The Federal Emergency Management Agency (FEMA) is issuing this solicitation for an indefinite-delivery indefinite-quantity (IDIQ) contract aimed at conducting damage assessments in response to presidentially declared disasters across the United States and its territories.

FEMA's mission is to support citizens and first responders in preparing for, responding to, and recovering from all hazards. The Individual Assistance (IA) program ensures timely access to FEMA programs for individuals and families affected by disasters.

Work Details
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and services necessary to perform housing assessments as defined in the Performance Work Statement (PWS). Key tasks include:
- Collecting and reporting disaster-caused residential and personal property losses using government-furnished software.
- Verifying ownership, occupancy, and survivor needs.
- Performing assessments on real property damage including private and multi-family properties.
- Ensuring timely return of assessments to prevent survivor displacement.
- Providing enhanced customer service by assisting survivors with information about FEMA assistance programs.
- Conducting mobile home site assessments and delivering FEMA information flyers to affected residences.
- Maintaining a quality management system (QMS) that includes monitoring processes and implementing corrective actions when necessary.

Period of Performance
The period of performance consists of one 12-month base period followed by four 12-month ordering periods.

Place of Performance
Work may occur in the Continental United States (CONUS) and Outside Continental United States (OCONUS), including multiple counties within states, U.S. territories, or Tribal nations.
