Background
The requirement is being solicited under GSA’s Multiple Award Schedule (MAS) Professional Services Category for Disaster Continuous Improvement Support Services on behalf of FEMA’s Continuous Improvement Division (CID).

The CID is responsible for leading FEMA’s Continuous Improvement Program (CIP), which aims to build a culture of continuous improvement and learning from disasters. This contract will enable FEMA to enhance its capacity for ongoing learning and support complex requirements, particularly in the context of increasing disaster frequency and severity.

Work Details
The contractor shall provide a full range of services under the General Services Administration (GSA) Professional Services Schedule necessary to enhance FEMA's ability to provide continuous improvement as set forth in Call Orders through CID. Specific tasks include:

1. Program Management Support - Provide necessary program management services to manage tasks awarded under the steady-state call order, including preparatory actions for disaster-funded task orders, maintaining a roster of deployable personnel, and evaluating task order delivery effectiveness.

2. Data Collection - Gather relevant data to support continuous improvement initiatives.

3. Analysis - Analyze data collected to identify trends and areas for improvement.

4. Product Development - Develop reports and materials that communicate findings and recommendations effectively.

5. Training and Technical Assistance - Provide training sessions and technical assistance to FEMA staff and stakeholders as needed.

6. Systems Support - Offer technical support for systems used in data collection and analysis.

7. Disaster Readiness and Operations - Assist in preparing for disaster operations by ensuring readiness protocols are in place.

8. Disaster After-Action Reviews - Conduct reviews following disasters to assess response effectiveness and identify lessons learned.

Period of Performance
The period of performance includes a base period of 12 months after contract award with four additional option periods, each lasting 12 months.

Place of Performance
The services will be performed at various locations as required by the tasks outlined in the Call Orders.
