Background
The Federal Emergency Management Agency (FEMA) is seeking construction services for the MWEOC Wild Water II Construction project for fiscal year 2025. The project is significant in scale, with a magnitude of construction exceeding $10 million.

The agency's mission is to support the nation's emergency management efforts, and this contract aims to enhance the operational capabilities of the Mount Weather Emergency Operations Center (MWEOC). Due to the sensitive nature of the work, contractors must possess an active Top Secret facilities clearance and have personnel with current Top Secret clearances at the time of award.

Work Details
The contractor will be responsible for various construction tasks as outlined in the Statement of Work (SOW) located in Section J. Key requirements include:
- Compliance with Davis Bacon Wage Determinations included in Section J.
- Possession of a Virginia Department of Professional & Occupational Regulation contractor’s license.
- Execution of work within a classified area, necessitating adherence to security protocols.
- Attendance at a pre-proposal site visit scheduled for February 26, 2025, where classified design and specification documents will be reviewed.
- The contractor must furnish any required performance and payment bonds within 7-10 calendar days after award.

Period of Performance
The contractor shall begin performance within 7 calendar days and complete it within 730 calendar days after receiving notice to proceed.

Place of Performance
The construction projects will take place at the Mount Weather Emergency Operations Center located at 19844 Blue Ridge Mountain Road, Mount Weather, VA 20135-2006.
