The Contractor shall provide all labor, materials, equipment, tools, supervision, and any other items necessary to complete a boiler replacement at the Federal Emergency Management Agency (FEMA) Bothwell Mobile Emergency Response Support (MERS) Detachment facility, located in Bothell, Washington in accordance with the SOW and all applicable federal, state, and local codes and regulations.

Background
The Federal Emergency Management Agency (FEMA) is issuing this contract for the replacement of a boiler at the Bothwell Mobile Emergency Response Support (MERS) Detachment facility in Bothell, Washington. Established in 1987, the Bothell MERS mission provides emergency communications support to FEMA’s Response Directorate.

The facility operates 24/7 and requires reliable heating to maintain continuous operations. The existing boiler system has reached the end of its service life and must be replaced to ensure operational efficiency.

Work Details
The Contractor shall provide all labor, materials, equipment, tools, supervision, and any other items necessary to complete the boiler replacement in accordance with the Statement of Work (SOW) and all applicable federal, state, and local codes and regulations. Key tasks include:
- Demolition: Remove the existing boiler and associated accessories, including all boiler venting within the mechanical room. Protect surrounding equipment during demolition.
- Installation: Furnish and install a new 95% high-efficiency boiler with a stainless steel ASME-rated heat exchanger. Reconnect the new boiler to existing mechanical piping, gas piping, electrical systems, and install new venting as required.
- Startup and Commissioning: Perform system startup and commissioning per manufacturer requirements and industry standards. Verify proper operation of all safety controls and systems.
- Maintain a clean work area at all times, removing debris from FEMA property upon completion. Warranty all work for one year from installation.

Period of Performance
All work shall be completed within thirty (30) calendar days after issuance of the Notice to Proceed.
